The definition is refreshingly unmurky. In the Guidelines for virtual home labelling published in June 2026, Natural Resources Canada describes a virtual energy assessment as a home energy assessment performed using pre-existing information about a dwelling, where the home's energy characteristics are estimated from third-party databases and, optionally, information supplied by the homeowner or gathered by off-site inspection. A virtual home label is simply the document that comes out the other end.
Strip away the procedural language and the mechanism is straightforward. A model knows your home's postal code, its year of construction, its floor area, how many storeys it has, and what kind of foundation sits under it. Much of that comes from property assessment records that already exist. Satellite and street imagery fill in what the records miss. Where a fact is unavailable, the model infers it from homes of similar age and type in the same climate.
Then it runs the arithmetic. The output is an estimate of annual energy consumption in gigajoules, an estimate of annual carbon emissions in tonnes, and — at the provider's option — an estimate of yearly utility costs. Gigajoules do for a whole house roughly what SEER ratings do for an air conditioner: they collapse several fuels and systems into one comparable figure, which is what makes one home's number meaningful against another's.
Why This Is Appearing Now
Two forces converged. The first is arithmetic: Canada has roughly 16 million households and, after nearly three decades, about 2.6 million labelled homes. Assessment one house at a time was never going to close that gap.
The second is money and coordination. Budget 2024 committed $30 million over five years to a National Approach to Home Labelling, including a Home Labelling Fund distributing nearly $12 million over four years to provinces, territories, municipalities, Indigenous governments and industry. Programs that had been isolated experiments suddenly had a federal framework and federal funding pointing the same direction.
