Put the pipe and the chemistry together and the municipal contradictions stop looking like preference. Where a city explains its rule, the explanation is one of four things: what its storm sewers connect to, what it drinks, how it has chosen to enforce, and which chemicals it believes you can neutralize before the water leaves. Not every city publishes its reasoning — the prairie cities publish an instruction and stop — but the ones that do map cleanly onto these four.
Reason one: what the storm sewer connects to
Ottawa is the cleanest example. Its guidance does not simply ban the storm sewer; it says why — the storm sewers divert rainwater and snowmelt into the nearest stream, creek, pond or river without treatment. That is a statement about infrastructure, not about pool chemistry, and it is the entire basis for the rule. A city whose storm system is a direct, untreated conduit to a watercourse has little reason to publish a dechlorination threshold for it, and Ottawa publishes none.
Combined-sewer cities face the inverse problem. Hamilton writes one bylaw across sanitary, combined and storm systems because in parts of the city they are the same pipe, and St. Catharines' overflow tanks show what "the same pipe" means in a wet week. The instruction to drain only in dry weather is not etiquette in these cities; it is the difference between the treatment plant and the nearest body of water.
Reason two: what the city drinks
The City of Guelph asks residents to drain chlorinated water to a laundry tub or another sanitary connection first, with the lawn or garden as the fallback — the reverse of the lawn-first ranking used in Vaughan and Waterloo. Guelph's page states the reason: the city's drinking water comes from groundwater, which makes a considerable area of the city vulnerable under Ontario's Clean Water Act. The same page publishes a fine of up to $10,000 for a first offence under its Sewer Use Bylaw for draining a pool or hot tub into a storm drain.
A groundwater city cannot treat the lawn as a harmless sink, because the lawn is the top of the aquifer. A city that draws from a lake or river is weighing a different risk. That single fact inverts the hierarchy, and it is invisible to a homeowner who moved from one city to the other.
Reason three: how the city has chosen to enforce
Some of the difference is administrative rather than physical. Toronto regulates by number: it publishes a chemical limit set and a testing regime and permits the storm sewer to anyone who can meet it. Winnipeg regulates by licence, treating the street, lane, ditch and catch basin as destinations that can be bought for a year rather than banned. Saskatoon regulates at the building-permit stage, requiring that a pool be built with a discharge system to the sanitary sewer of its own property before it holds a litre of water. The Region of Waterloo regulates by classification, stating that discharging pool chemicals to a storm sewer or waterway is considered an environmental spill for which those responsible can be held accountable.
These are four different instruments for the same concern, and Winnipeg's licence is the plainest evidence that at least part of every rule is a choice. The physics of a catch basin in Winnipeg does not change when the fee is paid.
Reason four: which chemicals the city believes you can neutralize
Quebec City goes further than any other municipality surveyed. Its guidance explains the mechanism — chlorides in drain water can burn the gills of fish — asks for a week in filtration mode without chemicals before draining, and then advises residents planning a new pool to choose a chlorine system over a salt system, because chlorine's environmental impact is easier to mitigate at drain time. That is a Canadian municipality taking a public position on which pool technology to buy, and its reasoning is entirely about the last day of the season.
It is also the logic underneath the universal saltwater pattern. The question a city is really asking is not "which sanitizer is gentler" but "which one can be removed before the water leaves the property." Chlorine can. Salt cannot. No municipality in the table has answered that question in salt's favour, whatever else they disagree on.
Anyone still at the planning stage of a backyard pool holds a choice on closing day that no amount of careful draining can replicate later.
If your own municipality is not in the table, the four reasons tell you what to ask. Does your storm sewer go to treatment or to a creek? Does your city draw drinking water from groundwater? Does it publish numeric limits, a licence, or a flat prohibition? Your water and wastewater department can answer all three in one phone call; parks and recreation cannot.
