Canada's New Tariff List Names Hundreds of U.S. Goods: Here's What It Means for Homeowners

What is included: Freestanding and slide-in electric ranges, wall ovens, gas ranges, gas and charcoal barbecues, wood and pellet stoves, gas fireplaces and patio heaters, plus range parts.

What is not necessarily included: Microwaves and range hoods, which are not on the list, and any of the above built outside the U.S.

The government's summary said "appliances." The schedule says more: it reaches the gas range under heading 7321 and, under the same heading, the gas barbecue on the deck and the gas fireplace in the family room.

Which products may be exposed

Whirlpool builds ranges in Tulsa, Oklahoma and premium cooking in Cleveland, Tennessee, so Whirlpool, Maytag and KitchenAid ranges are candidates for U.S. origin; GE Appliances lists ranges, cooktops and wall ovens among the products it makes in the U.S.; Wolf cooking equipment comes from the Sub-Zero Group's Wisconsin and Arizona plants. Frigidaire ranges may be U.S.- or Mexico-built. For barbecues, the origin question cuts the other way: U.S. grill brands sold in Canada build in a mix of American and Asian plants, while Napoleon states that its Prestige and Prestige PRO series are made in Barrie, Ontario, with other Napoleon lines built outside Canada. U.S.-built ranges are the likelier exposure of the two. For barbecues it depends entirely on which plant built the one you are standing in front of, and the label on the firebox or the back panel of the range is the test.

What could happen to prices

An illustrative $1,500 U.S.-built electric range: about $94 to $188. A $900 U.S.-built gas barbecue: roughly $56 to $113. A gas range's installation, gas line and permit are untouched.

What is included: Water containment chambers and parts incorporating them, door assemblies for household dishwashers, and other dishwasher parts.

What is not necessarily included: Complete household dishwashers. No line for finished dishwashers (8422.11) appears in the September 8 section.

This is the entry that shows why the list needs decoding. A reader who saw "appliances" would assume the dishwasher is covered. It is not, as a finished machine. The parts are.

Which products may be exposed

Whirlpool builds dishwashers at Findlay, Ohio and GE Appliances lists dishwashers among the products it makes in the United States, so the machines themselves are among the most U.S.-made appliances in a Canadian showroom, and they are not on this list. What is on the list is the tub, the door assembly and other components crossing the border for repair or for assembly. The classification is beyond doubt; what it does to prices is genuinely unclear.

What could happen to prices

The plausible channels are repair parts and any Canadian-assembled machine that uses U.S. components, and neither can be modelled honestly from a headline rate. The direct effect on a new imported dishwasher is zero.

Room: Laundry

What is included: Fully automatic household washers up to and over 10 kg dry-linen capacity; household and other dryers.

What is not necessarily included: Mexico-, Korea-, China- or Europe-built machines under the same or other brands.

Laundry is the category with the broadest verifiable U.S.-origin exposure in the Canadian market, because the two biggest North American makers and the best-known premium brand all build their home laundry in the United States.

Which products may be exposed

Whirlpool's Clyde, Ohio plant, which it calls the largest washing machine plant in the world, and its Marion, Ohio dryer plant supply Whirlpool, Maytag and Amana laundry across North America. GE Appliances lists washing machines and dryers among the products it makes at its Kentucky and other U.S. plants. Speed Queen, which sells through independent dealers, says it has never produced home laundry equipment anywhere but Ripon, Wisconsin. The Korean brands that make up the other half of the Canadian laundry aisle build mainly in Asia and Mexico and would not be covered. Electrolux and Frigidaire laundry may come from either side of the border. Whirlpool, Maytag, Amana, GE and Speed Queen machines are the likeliest exposures in this aisle, subject to the rating plate on the specific unit.

What could happen to prices

An illustrative $2,300 U.S.-built washer-and-dryer pair: about $144 under the early scenario and about $288 under the persistent one, or $63 to $125 on a $1,000 single machine. One caution from the 2025 evidence: prices at an appliance retailer jumped 7% in two days after the U.S. announced global tariffs that April, and peaked 10% above the control group within a month, without any new Canadian tariff taking effect. News moves appliance prices faster than duties do.

What is included: Sawn coniferous lumber of the species Canadians frame, deck and fence with, when it is U.S.-origin.

What is not necessarily included: The Canadian-milled SPF that fills most Canadian lumber yards, and every other material and labour line in a framing quote.

This is the item most likely to be misread in both directions. Yes, framing lumber is on Canada's list. No, that does not mean your framing package is tariffed.

Which products may be exposed

Canada is the exporter in this trade. Canadian mills supplied roughly 71% of U.S. softwood lumber imports in 2025, per RBC Economics, and the SPF, spruce and pine in a Canadian yard is overwhelmingly domestic. U.S.-origin lumber shows up as Southern yellow pine pressure-treated decking and posts in some markets, Douglas-fir in dimensions Canadian mills run less of, and specialty and appearance grades. Note the mirror image on the U.S. side: Section 338 excludes products already under Section 232, so most Canadian softwood lumber is outside the American 50%. The classification is not in question; the real exposure is narrow, and limited to specific U.S.-sourced species and grades.

For a whole project

Assume, for illustration, a $10,000 framing package in which $1,000 is U.S.-origin treated pine. The tariff effect on that slice is roughly $63 to $125, or 0.6% to 1.3% of the package. Applying 25% to the whole package produces $2,500, and it is wrong.

Classification: 4412, thirteen lines covering plywood, laminated veneer lumber, blockboard and other laminated panels

What is included: Softwood sheathing and sanded plywood, hardwood and decorative plywood, LVL beams and headers, blockboard, bamboo panels.

What is not necessarily included: OSB, MDF, particleboard and laminate flooring, none of which are on the list, and Canadian-milled panels.

The rate doubled. Plywood and LVL were tariffed at 25% in 2025; they are at 50% from September 8. This is the sheet-goods story on the Canadian side of the border.

Which products may be exposed

Douglas-fir sheathing, sanded plywood and MDO from Oregon mills reach Canadian yards; Roseburg lists its plywood plants at Coquille and Riddle, Oregon and describes itself as a leading North American producer. U.S. producers of LVL and southern-pine plywood also supply some Canadian distribution. Canadian mills in B.C., Alberta and Quebec produce the SPF and fir plywood most yards stock. The grade stamp on the panel carries the mill and country. U.S.-stamped panels are the exposure; Canadian-stamped ones are not. A separate measure also landed this week: provisional anti-dumping duties on Chinese decorative plywood, which is a different product and a different duty.

For a whole project

Forty sheets of illustrative $60 U.S.-origin sanded fir for a basement is $2,400 of material; the tariff effect is roughly $300 to $600. If the yard's stock is Canadian-stamped, the effect is nil. An LVL header is one line on a framing invoice, and the 50% applies to that line's U.S.-origin cost, not the framing bill.

Classification: 3918.10 PVC floor, wall and ceiling coverings; 5701 to 5705 carpets and rugs

Room: Reno, living

What is included: Luxury vinyl plank and tile, sheet vinyl and PVC wall coverings when PVC-based; knotted, woven, tufted and felt carpets and rugs.

What is not necessarily included: Ceramic tile, hardwood, laminate and engineered wood flooring, none of which are on the list; underlay, removal and installation labour.

Vinyl plank is the fastest-growing floor in Canadian renovations, and its rate doubled to 50%. Carpet came back at 25%.

Which products may be exposed

Most LVP sold in Canada is made in Asia and is not covered. The U.S.-made share comes from the Georgia flooring cluster, where the large U.S. makers concentrate their carpet production and some vinyl, and it is a minority of what a Canadian flooring store stocks. Exposure here runs product by product rather than brand by brand. The box states the country of origin, and for private-label plank the retailer's product page usually does.

For a whole project

An illustrative 800 square feet of U.S.-made plank at $4 per square foot is $3,200 of material in a $6,400 installed job. The tariff effect on the material is roughly $400 to $800, or 6% to 12.5% of the installed price; on an Asian-made plank it is zero. A $1,200 U.S.-made area rug at 25% moves by roughly $75 to $150.

Classification: 7308.30 iron or steel doors, windows, frames and thresholds; 7610.10 aluminum doors, windows, frames and thresholds; 7308.90 and 7610.90 other structures

Room: Exterior

What is included: Steel entry and garage doors, steel frames and thresholds, aluminum windows, patio doors, storefront-style and sunroom glazing, aluminum railings and posts.

What is not necessarily included: Wood, vinyl and fibreglass windows and doors, which are outside these headings, and the removal, installation, finishing and disposal in a replacement quote.

Material decides this one. These lines were already tariffed at 25% under the steel and aluminum countermeasures that have run since 2025; the rate rises to 50%.

Which products may be exposed

The famous American window makers are less exposed than their names suggest. Pella runs four plants in Iowa and says its distribution is predominantly domestic; Andersen and Marvin are Minnesota-based makers. Their core products are wood, vinyl, fibreglass and composite, which sit outside 7308 and 7610. The classification question arises for aluminum-clad wood and all-aluminum units, and the importer answers it. Steel entry and garage doors from U.S. plants, and aluminum patio doors and railings, are the cleaner cases. Exposure depends on material before it depends on origin. Canadian makers such as Loewen, and the many regional vinyl-window manufacturers, are the substitutes.

What is included: Deck and structural screws, framing nails, bolts and washers, chain-link and welded fencing, steel pipe fittings, NMD-type building wire, hinges.

What is not necessarily included: Copper pipe, PEX, faucets, electrical boxes and breakers, none of which are on the list.

Nobody writes headlines about screws. A deck, a fence or a basement finish uses hundreds of dollars of them, and the steel lines doubled to 50%.

Which products may be exposed

Much of the fastener aisle in a Canadian hardware store is made in Asia; the U.S.-made share is concentrated in structural connectors and specialty screws from U.S. brands. Building wire is different: Canadian and U.S. mills both supply the Canadian market, and 8544.49 is a new line, so a U.S.-made spool of NMD90 is a plausible direct exposure. Exposure is real but patchy, and the box or reel label carries the origin.

For a whole project

An illustrative $300 of U.S.-made deck screws and connectors: roughly $38 to $75. A $200 U.S.-made spool of building wire at 25%: about $13 to $25. Small in dollars, easy to substitute, and worth a question at the counter.

What is included: Upholstered sofas, loveseats and recliners on wooden frames at 25%; non-upholstered wooden chairs, stools and benches, upholstered and other metal-frame seating, and height-adjustable swivel chairs at 50%.

What is not necessarily included: Mexico-, Vietnam- or China-built seating under the same brands.

Two chairs that look alike can face different rates, and one brand can build the same recliner on either side of the Rio Grande.

Which products may be exposed

La-Z-Boy lists upholstery plants in Dayton, Tennessee; Neosho, Missouri; Siloam Springs, Arkansas; and Ramos Arizpe, Mexico and does not say which models come from which. Other U.S. upholstery brands sold in Canada build in a mix of American, Mexican and Asian plants. Palliser, the Canadian option, builds in Winnipeg and in Mexico. U.S.-built upholstery is the likely exposure, and the rate turns on the frame material and whether the piece is upholstered. The manufacturing label is under the seat cushion or on the deck.

What could happen to prices

An illustrative $2,500 U.S.-built upholstered sofa at 25%: about $156 to $313. A $1,500 U.S.-built metal-frame recliner at 50%: about $188 to $375. Special-order furniture is the exposed case; floor stock in Canada on September 8 is not.

What is included: Bed frames, dressers, nightstands and bedroom sets; dining, living-room, entry and storage furniture of wood; metal shelving and furniture; plastic furniture; wooden kitchen furniture, which in Canadian classification includes kitchen cabinets.

What is not necessarily included: Mattresses, which are not on the list, and Canadian- or Asian-built casegoods.

Casegoods are where the 50% tier meets the biggest ticket in the furniture store. The kitchen-cabinet line carries a twist of its own.

Which products may be exposed

Solid-wood bedroom and dining furniture from U.S. makers sells through Canadian specialty stores; the mass market is largely Southeast Asian, and Canada has its own solid-wood makers, notably in Quebec. Cabinets are the twist: since July 31, Canada has applied a 25% provisional safeguard surtax on imported wood cabinets and vanities from non-exempt countries, with the U.S., Canada and Mexico exempt. From September 8, a U.S.-built cabinet goes from exempt under the safeguard to 25% under the counter-tariff, while a Chinese-built one stays under the safeguard. U.S.-built casegoods and cabinets are the exposures to watch for.

An illustrative $3,000 U.S.-built bedroom set at 50%: about $375 to $750. A $15,000 kitchen with $6,000 of U.S.-built cabinets at 25%: roughly $375 to $750 on the cabinets, or 2.5% to 5% of the kitchen. Countertops, plumbing, electrical and installation are outside the tariff.

Classification: 9405.11 chandeliers and ceiling or wall fittings; 9405.42 luminaires designed solely for LED sources; 9405.99 parts

Room: Living, dining, hallway

What is included: Chandeliers, pendants, flush mounts, sconces and integrated-LED fixtures, plus parts.

What is not necessarily included: Light bulbs and LED lamps, which are not on the list; the electrician's labour; and the big-box fixtures that are, almost without exception, made in China.

The rate doubled, and the exposure is narrow: it lives in the design showroom, not the hardware aisle.

Which products may be exposed

Hubbardton Forge makes its fixtures at a 120,000-square-foot plant in Castleton, Vermont with overseas partners used only for a small bath line. Most other design-brand fixtures are sourced from Asia, with some U.S. assembly, and Canadian showrooms also carry Canadian makers. Hubbardton Forge is the clearest case in the category; across the rest of it, U.S. origin is the exception rather than the rule. The carton label and the fixture's compliance sticker carry the origin.

What could happen to prices

An illustrative $800 U.S.-made pendant at 50%: about $100 to $200. The electrician's time is untouched.

What is included: Walk-behind and riding rotary mowers; reel and sickle-bar mowers and mower parts; hand-held electric saws and other electric tools; gas and battery chainsaws and other motorized hand tools; staple and tacking guns.

What is not necessarily included: Snow blowers, pressure washers and generators, none of which are on the list, and the many tools built in Mexico and China under U.S. brand names.

The rate depends on the exact machine: a rotary mower is 25%, a reel mower and every mower part is 15%, and a hand stapler is 50%.

Which products may be exposed

The chainsaw is the clean example, and it belongs to a German company. STIHL has built saws in Virginia Beach since 1974, now producing more than 275 model variants including battery products, and says a majority of STIHL products sold in America are made there of U.S. and global materials. Toro has a factory in El Paso, Texas and another across the border in Juarez, Mexico, with further plants in Wisconsin, Minnesota and Nebraska, so a Toro mower can be either. DeWalt states that select products are made in the USA with global materials; most of its cordless tools are not. Most other power-tool brands build mainly outside the United States. Virginia-built STIHL saws and U.S.-built Toro mowers are the likeliest exposures; for power tools generally, U.S. origin is the exception. The label on the housing settles it.

What could happen to prices

An illustrative $700 U.S.-built mower at 25%: about $44 to $88. A $500 Virginia-built chainsaw: about $31 to $63. Mowers bought at end-of-season clearance are already in Canada and unaffected.

What is included: Finished bathroom tissue, facial tissue and paper towels; napkins and other paper articles; the parent rolls tissue is made from; plastic food containers, dishware and bins; household foil.

What is not necessarily included: Anything on the shelf that was made in Canada, which in tissue is most of it.

The everyday tier is where "American brand" and "American-made" diverge most, in both directions.

Which products may be exposed

Kruger Products' Cashmere, Purex, Scotties and SpongeTowels are made in Canada; so are Royale, from Irving Tissue in New Brunswick and Ontario, and Cascades tissue from Quebec. Charmin is produced mostly at P&G's Pennsylvania plant. Reynolds Wrap states plainly that its aluminum foil is made in the USA, and it sits on a 50% line. Plastic storage and kitchenware from U.S. brands may be U.S.- or Asia-made; the moulding on the base shows the origin. Private-label tissue, foil and containers vary by supplier and are labelled accordingly. The U.S.-made packages are the exposures; the Canadian-made tissue brands are not touched by this at all.

What could happen to prices

An illustrative $25 pack of U.S.-made bathroom tissue at 25%: about $1.56 to $3.13. An $8 roll of U.S.-made foil at 50%: about $1 to $2. The 50% line on tissue stock is upstream and could touch Canadian converters that buy U.S. parent rolls, an effect too diffuse to model. In 2025, grocery-aisle prices returned to normal within three months of the tariffs coming off.

Several lines look alarming and mostly are not, because the goods Canadians buy in those categories are rarely U.S.-origin. Smartphones sit on the list at 50%, but iPhones sold in North America are assembled in India on a China-centred supply chain, and Android phones come from Korea, China and Vietnam. Home routers are on the list at 50%; the units on Canadian shelves carry Made in China, Made in Vietnam or Made in Taiwan markings. Monitors, video game consoles, fitness equipment, golf clubs and fishing rods are all on the 50% tier and all overwhelmingly made in Asia. Bread makers and indoor smokeless grills are on the 25% tier and are almost never U.S.-built.

The finding here is a negative one, and it is worth as much as the positive findings above: a classification on the list is not a product in your cart. The country-of-origin marking on the device, not the brand on the box, is the whole test — and nothing we checked in these categories carried a U.S. marking.

A tariff is a duty on the customs value of an import. Between the border and the shelf sit the importer's margin, the manufacturer's contract, existing inventory, the exchange rate, the availability of substitutes, competition, and a judgment about how long the dispute will last. The retail effect is what survives all of that.

Canada has run this experiment twice. In 2025, the Bank of Canada tracked daily online prices of more than 110,000 products at seven major Canadian retailers and found that prices of goods under the 25% counter-tariffs rose gradually to about 6% above a control group by mid-June, roughly one-quarter of the rate, with no significant increase in domestic substitutes or non-U.S. imports, and a near-complete reversal within three months of the tariffs being lifted, as the Bank's Sparks at Bank analysis describes. Retailers that labelled products as tariffed raised prices more and faster than those that did not, and an appliance retailer's prices jumped on news of the conflict deepening rather than on any tariff date. In 2018, with rates of 10% on final goods, a separate Bank staff note estimated average pass-through of around 60% after six quarters, lower for durable goods, with the explicit caution that pass-through may not scale up with the rate because of sticker shock.

That evidence produces two reference scenarios, not forecasts.

For a standalone product: current price × tariff rate × pass-through. For an installed project: the U.S.-origin component's value × rate × pass-through, divided by the whole project price. Every example above uses those two lines and says so.

The list is not a reason to buy anything you were not already going to buy. It is a reason to ask three questions before you do: what is the model number, where was that model made, and is it already in Canada.

Remission exists, but not for you: only companies registered in Canada can request relief from the counter-tariffs, so a homeowner's exposure runs through the supplier's decisions and the supplier's paperwork. If a contractor tells you a material is tariffed, ask for the tariff item; the list is public and searchable.

Rates are as published. "Back" means the line was tariffed at 25% from March to August 2025; "new" means it has not been tariffed before; "up" means it was already tariffed at 25% and rises to 50% on September 8. Items covered in their own section above are marked with an asterisk. Every rate applies only to U.S.-origin goods.

We downloaded and parsed the Department of Finance's consolidated list on August 25, 2026, separated the September 8 section from the two earlier lists on the same page, and mapped every home-related tariff item to a plain-language product. Classification descriptions are quoted from the schedule; the assignment of a specific product to a tariff item is the importer's decision and ours is indicative. Origin statements come from manufacturers' own pages, quoted as they stand, and are dated where the page is old. Where a manufacturer builds in more than one country and does not say which models come from where, we say so plainly rather than implying a certainty we do not have. Price scenarios use illustrative round prices, not observed retail prices, and the two pass-through rates drawn from the Bank of Canada's 2025 and 2018 studies. We will add observed Canadian retail baselines for the tracked items before September 8, confirm the CBSA administrative notice when it is issued, and recheck prices in the weeks after implementation.
