Answering Every Canadian Homeowner Question About the September 8 Tariffs

Refrigerators, freezers, dishwashers, household washing machines, ovens and cookers, all in the 25 per cent band — but only if the specific unit was made in the United States.

That second half does most of the work. Canada's own appliance manufacturing is small, and the imports that fill the gap come from many countries rather than one. The familiar brand names build across North America, Latin America and Asia, so a company's head office tells you nothing useful about a tariff.

Only if the fridge you are buying was manufactured in the United States.

Refrigerators and freezers sit in the 25 per cent band, so the tariff exists. Whether it touches your purchase is a separate question entirely, and for a great many models sold in Canada the answer is no — they come off lines in Mexico, South Korea or elsewhere.

Check the data plate, usually inside the door or on the back panel. It names the country of manufacture. That single label is more informative than any article about tariffs, including this one.

Household washing machines are named in the 25 per cent band. Dryers are not separately named, so check them individually.

This is a small distinction that could matter if you are replacing a pair. The enumeration circulating in news coverage lists household washing machines and does not mention clothes dryers. That may simply be how the list is worded, or it may reflect two genuinely different tariff items.

Do not assume a matching washer and dryer are treated identically, and do not assume they share an origin either — manufacturers often build the two machines in different plants.

Dishwashing machines are in the 25 per cent band, subject to the same origin test as every other appliance.

The practical picture for dishwashers is similar to refrigerators. Many of the models on a Canadian showroom floor are manufactured outside the United States, which puts them entirely outside these measures regardless of the brand on the door.

If a retailer tells you a specific dishwasher is going up because of tariffs, that is a checkable claim. Ask where it is made.

Only if you were going to buy it anyway, it is confirmed American-made, and you can take delivery before Tuesday. All three conditions.

The economists quoted on this have been careful to build the conditions into their advice. Speaking to CTV News about whether Canadians should buy before the deadline, Ian Lee of Carleton University's Sprott School of Business framed it as a conditional: "If they're planning on buying them anyways, they should probably buy them before Sept. 8." He also named the case where waiting genuinely costs you — "(If) your fridge breaks down or your washing machine breaks down, and you have to replace it, it's going to cost a lot more after Sept. 8, so it's a choice that people have to make."

McMaster University economist Colin Mang drew the same line, and his limiting principle is the one to hold onto: buying ahead makes sense for a particular favourite product that is being targeted, but for general goods with plenty of substitutes, "there's not really a reason to run out and stockpile those items, because there's going to be other products available that are not subject to tariffs."

Some will, and the exposure is concentrated in steel and aluminum rather than in wood.

Steel and aluminum products that already carried a 25 per cent counter-tariff move to 50 per cent on September 8. That reaches fasteners, framing hardware, finished steel articles and a good deal of what physically holds a renovation together — the unglamorous line items that add up quietly across a project.

Plaster board, certain glass products and plastics also appear on the published list. As always, the tariff attaches only where the material was made in the United States, and a great many building products used in Canada are not.

Modestly, and probably less from these tariffs than from a separate Canadian measure most people have not heard of.

Since July 31, Canada has applied its own 25 per cent provisional safeguard surtax to imported wood cabinets and vanities. According to Canada Border Services Agency Customs Notice 26-17, it covers cabinets and vanities made in whole or in part of wood and intended for permanent installation, and it reaches subassemblies too — frames, boxes, doors, drawers and panels. Buying components rather than finished cabinets does not route around it.

Only where the equipment is American-made, and several furnace and air conditioner lines are built in Ontario.

Napoleon's own made-in-Canada listing for its heating and cooling line names specific gas furnace and air conditioner series produced at its Barrie facilities, along with air handlers and condominium units. One important absence: heat pumps do not appear on that list, so do not assume a heat pump carries the same origin as the furnace beside it in the catalogue.

There is also a structural reason HVAC price shocks land softer than appliance ones. Replacing a furnace means buying an installed system — equipment, labour, ductwork, permits, disposal. The equipment is one line on that invoice, so a tariff on it moves the total by considerably less than it moves the equipment price.

This is one of the most domestically supplied categories in a Canadian home, so exposure is limited.

JELD-WEN of Canada describes manufacturing facilities in Winnipeg, Toronto, Saint-Apollinaire and St. Henri, with a distribution centre in Moncton. Canadians simply do not depend heavily on American production for fenestration.

That does not mean a window quote cannot rise — hardware, fasteners and certain glass components can be imported, and the steel band is now at 50 per cent. But the frames and sashes themselves are largely a Canadian product.

Not because of these measures, for the most part.

The overwhelming majority of softwood lumber used in Canadian construction is Canadian. A tariff on American goods does not touch it, and framing lumber is not among the six sectors the government names.

American-made furniture sits in the 50 per cent band, making it one of the most exposed consumer categories in the whole package.

Furniture is named explicitly by the government at the top rate, which puts it in rarer company than appliances. If you were planning a significant furniture purchase and the pieces are genuinely American-made, this is the clearest case in the guide for looking hard at timing.

Less than the word "electronics" suggests, because what the list reaches is mostly components rather than finished devices.

Electronics is one of the six named sectors, which sounds sweeping. What appears in the reporting on the published list is more industrial than consumer: insulated wire and cable, television parts, water heaters. Finished laptops, televisions and tablets from American brands are overwhelmingly manufactured in Asia and fall outside the origin test.

The upshot is that an electronics tariff is real for an electrician buying wire and largely theoretical for someone buying a television.

Almost certainly not on origin grounds.

Practically every smartphone sold in Canada is assembled outside the United States — in China, India, Vietnam or elsewhere. An American company selling a phone built in Asia is not selling a U.S.-origin good, and the tariff asks only where the device was made.

Smartphones are the cleanest illustration in this whole guide of why brand and origin are different things. If the origin rule makes sense to you here, it will make sense everywhere else.

A little, unevenly, and mostly on imported American products rather than everyday staples.

The realistic effect on a weekly grocery bill is small. Most of what fills a Canadian cart is domestic or comes from countries entirely outside these measures, and where an American product does carry a tariff there is usually an untariffed alternative on the same shelf — which is precisely what tends to keep prices from moving much at all.

Where you may notice it is in the specialty aisles: imported American cheeses, particular processed goods, some cosmetics and personal care items.

Dairy, fish and seafood, and a scattering of sweeteners and prepared products.

The published list reaches milk and cream products, whey, honey and molasses at the top rate, and cheese, fish and seafood at 25 per cent. Baking mixes containing butterfat also appear.

One thing worth knowing about the list: it has already been amended once since the announcement, with fish and seafood reportedly removed and replaced by other products between the first and second publication, and no public record of what changed. Anything food-related is worth re-checking close to the date.

Imported American cheese, yes. The milk and butter in your fridge, almost certainly not.

Canada's supply-managed dairy system means the everyday dairy on a typical grocery run is domestic product, entirely outside the reach of a tariff on American goods. Cheese sits in the 25 per cent band, but that band catches imported American cheese specifically.

Where it may reach further is indirectly, through food manufacturers who use imported American dairy inputs. That effect is real but diffuse, and it arrives slowly rather than on Tuesday morning.

Nothing changes on September 8 — the auto counter-tariffs have been in place for over a year.

Canada's existing counter-tariffs on automobiles remain in force alongside the new measures, and the September 8 package does not alter them. The Department of Finance Canada's summary of the earlier response confirms that the steel, aluminum and automobile measures stayed in effect when most other counter-tariffs were removed in September 2025.

So if you are shopping for a vehicle, the tariff landscape on Tuesday looks the same as it did on Monday. That is genuinely one fewer thing to rush about.

No. Not at all, in any band.

These measures apply exclusively to goods originating in the United States. A product manufactured in Canada is outside them completely, regardless of who owns the company or where its head office sits.

It is worth knowing how thin the domestic option is in some categories, though. Innovation, Science and Economic Development Canada's industry statistics put Canadian major appliance shipments at $454.3 million against $3.4 billion in imports — roughly one dollar made here for every eight brought in. "Buy Canadian instead" is excellent advice for windows and paint and much weaker advice for a fridge.

Where it is made. Full stop.

This single distinction resolves more reader confusion than anything else in this guide. The tariff is a border charge on imported goods, assessed on the good's origin. The retailer is irrelevant. A Canadian store, an American-owned chain operating here, a Canadian website — none of it changes anything.

Which means the question "is this store American?" is the wrong question, and "where was this made?" is the right one.

Yes. That is exactly the case these measures are designed to catch.

A U.S.-made product imported into Canada attracts the tariff at the border, and the importer pays it before the product ever reaches a shelf. By the time you see it, the cost is either in the price or has been absorbed somewhere up the chain.

So buying from a Canadian retailer does not shelter you from a tariff on an American-made good. It just means someone else handled the paperwork.

Goods eligible to be marked as a good of the United States under a specific set of federal regulations — a legal test about manufacture, not about ownership.

The September 8 backgrounder states the rule precisely: the tariffs apply only to goods originating from the U.S., meaning those eligible to be marked as American under the Determination of Country of Origin for the Purpose of Marking Goods (CUSMA Countries) Regulations.

Translated into plain terms, three things do not determine whether a tariff applies: the brand, the store, and whether the product qualifies under CUSMA. Only the manufacturing origin does.

Find the country-of-origin marking on the product itself, not on the company.

It lives in predictable places: the data plate inside an appliance door or on its back panel, the product label, the packaging, or the manufacturer's specification sheet. For anything expensive, the spec sheet is usually online before you set foot in a store.

Here is the whole check, and it takes about a minute:

1. Find the country of origin. On the product, not the head office.
2. If it is not the United States, stop. These tariffs do not apply. Made in Mexico, Korea, China or Canada means unaffected, whoever sells it.
3. If it is the United States, find the tariff item. Look the product up on the September 8 list and read it alongside the Customs Tariff schedule. If it appears, the rate shown is the rate from Tuesday.

No. This surprises almost everyone, and it is worth being blunt about.

The trade agreement does not provide an exemption here. Canada's measures key on U.S. origin rather than on preferential status, so a valid certificate is no shield.

It can actually cut the other way. A U.S.-origin good that does not qualify under CUSMA may face both the ordinary duty and the countermeasure duty — a stacking effect the customs brokerage GHY International flags for importers. Non-qualifying goods can be worse off, not better.

Above your personal exemption, yes.

The exemption applies first and the tariff reaches only what sits above it. For most shopping trips that means a large share of what people are worried about is not exposed at all.

One quirk works against you, though: unmarked goods. Border services treats items acquired in the United States as U.S.-originating if they are marked as American or carry no country-of-origin marking at all and there is nothing to show otherwise. Keep the packaging and the marking.

Only on value above your personal exemption — $200 after 24 hours away, $800 after 48 hours.

Those exemptions are not overridden by a tariff. They apply first, and any surtax attaches to the value beyond them. The clearest explanation of the mechanics sits in a Canada Border Services Agency traveller FAQ that is now marked as archived, written for an earlier round of surtaxes and last updated in 2019.

We want to be straight about that caveat. The mechanics it describes are the durable part of the system, and the agency's current border page confirms travellers are expected to pay applicable tariffs on U.S. goods on entry. But if a large purchase is riding on it, confirm with border services directly rather than with us. Note too that a surtax does not replace sales tax — it is added to the value on which GST or HST is then calculated.

If the parcel ships from the United States, it clears the border as an import. If it ships from a Canadian warehouse, it does not.

Where the parcel comes from matters as much as what is in it. For goods arriving by courier, the Canada Border Services Agency's low-value shipment thresholds set three tiers: up to $40 arrives duty and tax free, $40 to $150 is duty free but still taxable, and above $150 both duties and taxes apply.

Here is where we stop short of a clean answer, because nobody has published one. Those tiers describe duties and taxes, and a surtax is a distinct charge. As of today the border agency has not published guidance on how the September 8 surtax interacts with them, so we are not going to tell you an order under $150 is safe. It may be. We do not know, and neither does anyone else writing about this.

It depends entirely on which warehouse your order ships from, not on which company sold it to you.

An item bought on a Canadian site and shipped from a Canadian fulfilment centre is a domestic sale, already imported, already through customs. The same item shipped to you directly from the United States is an import arriving at the border in your name.

At checkout, the shipping origin and the estimated import charges are the fields worth reading. The brand of the marketplace tells you nothing.

Goods in transit to Canada on the day the measures come into force are not subject to them.

This is the most immediately useful provision in the whole package if you have an order outstanding. A parcel that leaves the United States before Tuesday and arrives after it should not attract the new tariff.

Keep your shipping documentation. The exemption turns on transit status on the coming-into-force date, and paperwork is what establishes it.

It is shared, and last time in Canada retailers absorbed most of it.

The importer pays the tariff at the border. What happens next is a commercial decision, not an arithmetic one. Canadian evidence from the previous round is encouraging on this point: McMaster's Colin Mang told CTV News that "Most of the cost was absorbed by retailers, so they didn't really impact Canadian families that much."

The mechanism was competition. Retailers found it hard to raise prices while rivals selling non-American versions of the same product held theirs steady. Our deeper treatment of whether a 50 per cent tariff really means a 50 per cent renovation bill takes the arithmetic apart further.

Under Canada's last round of 25 per cent counter-tariffs, the average was about six per cent on the shelf.

That figure comes from a Bank of Canada study published in May, cited by Mang in the same CTV interview: the average price increase for tariffed items ran roughly six per cent compared with non-tariffed goods, contributing 0.3 percentage points to consumer price inflation.

Six per cent on a $1,500 appliance is about $90. Real money, and worth timing a purchase around if you were buying anyway — but a long way from the number the headline rate implies.

No, and the gap between those two numbers is enormous.

A tariff is charged on the value for duty at the border — roughly what the importer paid — not on the price you eventually see. By the time a product reaches you, that border value has had freight, warehousing, distribution, overhead and retail margin layered on top. The tariff applies to the bottom layer of that stack, and then the retailer decides how much to pass on.

None of which makes a 50 per cent band harmless. It is double the rate Canada applied last time, on categories with fewer easy substitutes. But the honest expectation is a noticeable increase on some products, not a proportional jump on all of them.

There is no end date. They are written to stay until the United States removes its tariffs on Canadian goods.

No sunset clause, no scheduled review, no announced timeline for renewed talks. The measures are conditional on another country's decision rather than on a calendar, which makes any prediction about duration guesswork.

There is a relief mechanism, but it is not one you can use. The Department of Finance Canada's remission process is explicit that only companies registered in Canada are eligible to make requests. Relief runs through importers and suppliers, never through households — which is why asking your contractor or retailer direct questions is more productive than filing anything yourself.

Possible in principle. Nothing currently signals it.

These are policy measures and policy can change, so we are not going to tell you it is impossible. But nothing in the government's public materials points to a delay, a carve-out or a cancellation, and the language throughout is about the measures staying rather than going.

What is genuinely likely to change is the detail. The product list has already been amended once with no public record of what moved, remission decisions are ongoing, and the customs notice governing how all of this is administered at the border has not been published yet. Plan on the tariffs happening; expect the fine print to keep moving.

As a mirror response, matched rate for rate to what the United States imposed first.

The government describes the objective as putting Canadian workers, producers and manufacturers on a better competitive footing against American products in the Canadian market. The structure follows from that: each product's rate is set to match the American rate on the equivalent Canadian good, rather than chosen independently.

Whether that is the right approach is a live political argument with serious people on both sides of it, and not one we are going to settle here.

Fifty per cent duties on hundreds of Canadian products, effective just after midnight on Saturday, August 22, 2026.

Trade talks between Ottawa and Washington collapsed on August 21. CBC News reported the range running from plywood and cement to wine and hockey sticks, with energy, potash, fish and critical minerals excluded from the measures.

British Columbia was reported as the most exposed province, with wood and paper accounting for more than 13 per cent of its exports to the United States.
