Canadian-Made Alternatives to the U.S. Products Facing September 8 Tariffs: A Data-Backed Buyer's Playbook

There is no mainstream Canadian-made dishwasher, clothes washer, dryer or full-size refrigerator. Nobody builds them here at volume, and no amount of searching changes that. Saying so is the price of being believed on the twenty rows above.

What replaces the swap is the origin check — and in major appliances it is unusually powerful, because the difference between two comparable machines can be the entire tariff.

Consider the most American of the appliance makers. Whirlpool Corporation states on its own U.S. manufacturing page that it is "the only major manufacturer of kitchen and laundry appliances based and owned in the U.S.," and that "approximately 80% of the major appliances we sell in the U.S. come from our American factories." It names ten plants and what each builds: washers at Clyde, Ohio; dryers at Marion; dishwashers at Findlay; refrigeration at Amana, Iowa; ranges at Tulsa; freezers and built-in refrigerators at Ottawa, Ohio. Those plants serve Whirlpool, KitchenAid, JennAir, Maytag and Amana.

That is a company advertising its commitment to American manufacturing. Under a Canadian counter-tariff keyed to origin, it doubles as a map of exposure — while a competitor's comparable unit assembled in Mexico crosses the border without a surtax.

Everything in this playbook rests on one legal test, and it is worth quoting exactly. The Department of Finance sets it out in the instrument listing the products subject to counter-tariffs: "These tariffs only apply to goods originating from the U.S., which shall be considered as those goods eligible to be marked as a good of the U.S. in accordance with the Determination of Country of Origin for the Purpose of Marking Goods (CUSMA Countries) Regulations."

Where the unit was made. Not who owns the company. Across our research that produced four distinct patterns, and knowing which one you are looking at is the whole skill:

• American-owned, American-built — the most exposed. Whirlpool's own numbers are the clearest example.
• Canadian company, plants on both sides — check the model. Broil King's own site names factories in Ontario, Indiana and Tennessee; Napoleon names Ontario plus one overseas plant; Columbia Forest Products spans seven plants across the U.S. and Canada.
• Canadian-built, foreign-owned — unaffected, and a genuinely good answer. Great Lakes Copper is American-owned and its Canadian mill produces Canadian-origin tube.
• American brand, third-country build — often unaffected. A great deal of what looks American on a Canadian sales floor was assembled in Mexico or Asia.

The test cuts against convenient answers as readily as it supports them, which is exactly why it is worth trusting. Onward Manufacturing says plainly that it produces Broil King grills "at 3 facilities in North America: Waterloo, ON / Huntington, IN / Dickson, TN." A Canadian heritage brand can ship you an American-origin grill.

Running it the other way: Weber says on its own about page that "we stay true to our Midwestern roots by continuing to manufacture grills in Huntley, Illinois, using only the best U.S. and globally sourced components." Outdoor cooking appliances are 25 per cent on U.S.-origin units, so a Huntley-built grill is in scope. Weber also manufactures outside the United States, and which model came from where varies — so the answer is on the box, not in this article.

Before you change anything, know what is not on the list. We searched the parsed item set by tariff code and found no entries for any of these.

• Paint, stain and varnish. The entire coatings group — chapters 3208, 3209 and 3210 — has zero items. Painting this fall is unaffected.
• Water heaters. Gas instantaneous and storage units (8419.11, 8419.19) and electric units (8516.10) are all absent.
• Complete dishwashers. Household dishwashers (8422.11) are not listed. Only parts are, at 25 per cent — a repair is more exposed than a replacement.
• Taps, faucets and valves. Heading 8481 does not appear, though the sinks they sit in do.
• Ceiling and household fans. Heading 8414.51 is absent.
• Vinyl windows and doors. Heading 3925 has no item, while steel and aluminum frames are at 50 per cent.
• Wooden windows and doors, flat and safety glass, and worked building stone are all absent too.

The granularity is the point. A steel exterior door is a top-tier item; a wooden one is not on the list; a vinyl one is not on the list. The government's complete list of tariff items draws these lines at the tariff-item level, and no sector summary reproduces them.

Two caveats keep this honest. These findings are as of our August 31 parse, and the list has already been revised once. And "not on the list" is not the same as "will not change in price" — a product can still move through its components, through the separate cabinet measure described below, or through currency and supply.

The rates in this playbook were not taken from a press release. They were read off the government's own table, item by item.

That table is harder to read than it should be. It renders through a widget that keeps only the rows currently on screen, so opening the page normally shows about fifty lines of dairy products and nothing else — which is why most coverage stops at the sector level. Adding ?wbdisable=true to the end of the address turns that off and serves the whole thing.

Parsed on August 31, 2026, the September 8 package contains 648 unique tariff items: 413 at 50 per cent, 214 at 25 per cent and 21 at 15 per cent. The Department of Finance describes the rates as set "with individual product rates based on the matching U.S. rate for the same goods," which is why a sector name tells you nothing. Within dairy alone, milk powder is 50 per cent and cheese is 25.

One honest discrepancy. Licensed customs broker GHY International, writing the week the list appeared, counted 874 tariff items. Our count on the current version of the page is 648, and the version we parsed contains no fish or seafood entries despite the original announcement naming that sector. The list has been revised at least once. Check the page yourself before acting — including against the figures here.

A 25 per cent tariff does not make a fridge 25 per cent more expensive, and knowing the real number is what keeps this playbook from becoming panic-buying advice.

Canada ran this experiment eighteen months ago. In March 2025 it imposed 25 per cent counter-tariffs across groceries, appliances, electronics, furniture and household items, then lifted most of them six months later. Bank of Canada researchers tracked daily online prices for more than 110,000 products at seven major Canadian retailers throughout. Their finding on how counter-tariffs reached consumer prices: prices on tariffed goods "increased by about 6% more than those of non-tariffed goods" — "roughly one-quarter of the 25% counter-tariff." Economy-wide, the episode added about 0.3 percentage points to inflation.

Two further findings matter more to a purchase decision than the headline does.

Prices came back down. When the counter-tariffs were removed on September 1, 2025, "the reversal was nearly complete within three months" for groceries and appliances.

And — this is the finding that justifies every recommendation above — substitutes did not follow. Researchers found "no significant price increases" among domestic substitute goods, foreign substitutes from countries other than the United States, or non-substitute goods from anywhere. Canadian-made alternatives did not quietly drift up to match the tariffed ones. Switching worked.

Our own method runs out at the top tier, and it would be dishonest not to say where.

No Canadian episode measures pass-through at 50 per cent. The 2025 evidence covers a 25 per cent tariff; the 2018 episode covered 25 per cent on steel and 10 per cent on aluminum and finished goods. The Bank's analysis of that 2018 pass-through found high but incomplete transmission, varying widely by category — around 100 per cent for food, around 70 per cent for durable goods on a conditional basis.

That same work raises the possibility that pass-through falls as rates climb: businesses "might fully pass through a small tariff increase but not a larger one if they believe consumers will no longer buy the product at the higher price due to sticker shock."

So treat one-quarter as an upper bound on 50 per cent rows, not an estimate — and treat any outlet that simply multiplies fifty by something with suspicion.

Two standards use similar words, and confusing them is the easiest mistake in this whole subject.

The marketing standard is the Competition Bureau's, and its guidance on "Product of Canada" and "Made in Canada" claims sets two thresholds. "Product of Canada" requires that "the last substantial transformation of the good occurred in Canada" and that "all or virtually all (at least 98%) of the total direct costs of producing or manufacturing the good have been incurred in Canada." "Made in Canada" requires the same transformation test, "at least 51% of the total direct costs," and a qualifying statement — which is why you see "Made in Canada with imported parts" rather than a bare claim.

The customs standard is the CUSMA marking regulations quoted earlier, and it is the one the tariff actually uses. A "Made in Canada" badge is a marketing representation, not a customs determination. This is also why the careful phrasing on several sites above — "Handcrafted in North America," "North American components," "most of our products in Ontario" — is a sign of a company being accurate rather than evasive.

In a store, four moves:

• Find the rating plate. Inside the door, behind a drawer, or on the back panel for appliances; a sewn or stapled label on furniture; the unit or box for tools and electronics.
• Read the country of origin, not the head office address. "Designed in" and "Distributed by" are not origin statements.
• For anything ordered rather than carried out, ask the retailer for country of origin before you buy. It is on the model record.
• Treat a qualifying phrase as information, not a red flag. "Made in Canada with domestic and imported parts" is a regulated, meaningful claim.

Two provisions and one commercial reality mean the shelf does not reprice overnight.

Goods already on their way are exempt. Finance Canada states the measures do not apply to U.S. goods "that are in transit to Canada on the day on which they come into force," and customs broker guidance says the same more bluntly. Everything already in a Canadian warehouse or on a sales floor was imported before the surtax existed.

Then there is remission, which is real relief you personally cannot use. The process for requesting remission states that "only companies registered in Canada are eligible to make requests," with criteria centred on inputs that "cannot be sourced domestically... or reasonably from non-U.S. sources." So if you have a renovation quoted, your exposure runs through your contractor's sourcing, not through anything you can file. The question to ask is where the material is coming from, and whether they have found a non-U.S. equivalent.

Finally, remember what the Bank of Canada found about behaviour rather than duty. In 2025, prices at one appliance retailer rose 7 per cent in two days and peaked 10 per cent higher within a month — on a date when no new counter-tariff had taken effect at all. Products displaying a "Tariffed" shelf banner rose faster than identical tariffed products without one. A price move before September 8 is a retailer's expectation, not a duty.

Steel and aluminum are the clearest case of a rate that sounds worse than it is.

U.S.-origin steel and aluminum goods have carried a 25 per cent Canadian counter-tariff since March 2025. September 8 lifts that to 50 to match U.S. rates. The incremental exposure is the gap between the two, not the full fifty.

If you are pricing a kitchen, you may be looking at a Canadian tariff with nothing to do with the United States.

Since July 31, 2026, a provisional safeguard surtax of 25 per cent has applied to imported wood cabinets and vanities, running up to 200 days pending a Canadian International Trade Tribunal report due January 15, 2027. The CBSA's Customs Notice 26-17 covers exactly four classification numbers and applies to "cabinets and vanities that are made in whole or in part of wood products and intended for permanent installation," expressly including subassemblies — "frames, boxes, doors, drawers, back panels and end panels."

The origin logic here runs backwards from everything else in this playbook. Canada, the United States, Mexico, Chile, Israel and more than eighty developing countries are exempt from the cabinet safeguard; China, Vietnam and Malaysia are not. So on cabinets an American-made box is exempt from the safeguard, even as the same wooden kitchen furniture line sits on the September 8 list at 25 per cent for U.S. origin.

Two measures, opposite exemptions, one product category. If your cabinet quote moved this summer, this is the likelier explanation.

Three things are genuinely unresolved as of August 31, 2026.

There is no Customs Notice yet. The CBSA's Customs Notices index runs to notice 26-21 with nothing implementing the September 8 surtax, even though Finance Canada defers administration to the agency and a notice has accompanied every previous surtax order. The operational detail — how in-transit status is proven, what importers must document — will land there.

There is no Gazette text yet. Finance Canada's tariff responses hub has not been modified since June 19, 2026 and carries no Canada Gazette link for this package.

And the list is moving, as the count discrepancy above shows. Any republished snapshot has a date on it, including ours.

Plenty of buy-Canadian guidance is circulating, and the appetite behind it is real — CBC has reported that traffic to sites and apps connecting shoppers with homegrown products has surged again in recent days.

Most of that guidance sorts by brand nationality. The Financial Post's guide captures the mainstream version: buy Canadian-made from a Canadian retailer, or failing that, foreign-made goods from outside the U.S. Sound as a principle, and silent on rates, on tariff items, and on the test that determines whether a specific purchase is affected at all.

The difference here is that every row carries three things a brand list cannot: the tariff item, the published rate, and a manufacturing claim read off the maker's own website. That is also why this list is shorter than the 200-brand versions, and why it says "none verified" in three places. A list that never admits a gap has not checked.

RBC Economics, assessing the U.S. action that prompted this response, found that "plastic products, electrical machinery, furniture and wood product sectors are among the most significantly impacted," concentrated in Quebec, British Columbia and Ontario. It also noted the near symmetry that explains why a dollar-for-dollar response lands on things Canadians buy: Canada imported roughly US$23 billion of the targeted categories from the U.S. in 2025 against about US$20 billion of exports of the same products.

For scale, Statistics Canada reported headline inflation of 3.0 per cent year over year in July 2026, driven largely by a 25.7 per cent rise in gasoline, with the index excluding gasoline at 2.2 per cent. The entire 2025 counter-tariff episode added about 0.3 percentage points. This is a real cost and it is not the largest thing moving prices in your life.
