Ottawa's 25% Surtax on Imported Wood Cabinets and Vanities Starts July 31, Lifting Renovation Quotes

A time-limited surtax, not a permanent tariff

The measure is a provisional safeguard — a temporary emergency response, not a standing change to the tariff schedule. According to the Department of Finance, the 25 per cent surtax took effect on July 31, 2026 and can remain in place for a maximum of 200 days while the Canadian International Trade Tribunal completes a safeguard inquiry. Under the World Trade Organization Agreement on Safeguards and the Customs Tariff, this kind of measure is permitted when a product is being imported in increased quantities under conditions that threaten serious injury to domestic producers, and a provisional version can be applied for up to 200 days in critical circumstances where delay could cause damage that is difficult to repair.

The government's stated purpose is producer protection, not consumer relief. Ottawa framed the surtax as a response to immediate challenges facing Canadian manufacturers — including harmful trade diversion from a shifting global trade environment — intended to stabilize the market and support domestic production. The rule reaches boxes, doors, drawers — and flat-packs

The scope is broader than a fully assembled kitchen box, and that is where quotes get misread. The governing Order in Council defines the covered class as wood cabinets and vanities and their subassemblies for permanent installation — floor-mounted, wall-mounted, built-in, ceiling-hung or plumbing-connected units made wholly or partly of wood or bamboo, with or without non-wood trim. In other words, a product doesn't escape the measure simply because it has a stone top, metal frame or glass front.

The order reaches deeper than finished units. Covered goods include cabinet and vanity subassemblies, and packaging format is not a loophole:

• Subassemblies such as frames, boxes, doors, drawers and drawer components, back panels, end panels, and attached desks, shelves or tables
• Unassembled, assembled, and ready-to-assemble products — including flat-packs sold as modular or knock-down cabinetry

Not everything in a bathroom or kitchen is in scope. The order specifically excludes freestanding furniture not designed for kitchen or bathroom use, separately imported internal organizers and other aftermarket accessories, non-wood hardware such as hinges and drawer slides, and certain shallow mirrored medicine cabinets packaged for retail sale. 'Made in the U.S.' is a customs determination, not a showroom label

Cabinets and vanities manufactured in the United States, Mexico, Israel, Chile and developing countries are excluded from the surtax under Canada's international trade obligations. That exclusion list is the practical dividing line: two identical-looking products can land on opposite sides of a 25 per cent price difference based solely on where they were made. So origin stops being a footnote and becomes the single most important fact in the quote.

Here is the catch. Origin is not where the showroom sits, where the brand is headquartered, or where the units are finally assembled. The Canada Border Services Agency determines a good's country of origin through technical rules — whether it is wholly produced, produced from domestic materials, whether foreign materials undergo a required tariff-classification change, or which material gives the product its essential character. CBSA marking rules also require country-of-origin marking to be legible, sufficiently permanent and easy to see, with the packaging marked as well if it hides the marking. There is a second-order effect worth naming. Even before this surtax, Canada's customs tariff schedule already carried a 9.5 per cent most-favoured-nation duty on imported wooden kitchen cabinets and vanity cabinets, while U.S. and Mexican product entered duty-free.
