A home equity line of credit takes a completely different shape. Instead of a lump sum you repay on a fixed schedule, a HELOC is a revolving line secured by your home. You draw what you need, when you need it, and you pay interest only on the balance you have actually used — with minimum payments that can be interest-only. For a basement build that unfolds in stages, that flexibility feels wonderful. You are not paying interest on the drywall budget while you are still pouring the foundation.
The cost of a HELOC rides on your lender's prime rate, which moves with the Bank of Canada. As of July 2026, prime sits at 4.45 per cent, following an overnight rate that the Bank of Canada has held steady at 2.25 per cent through a long run of announcements. Most lenders price a HELOC somewhere around prime plus 0.5 to 1 percentage point, so a well-qualified borrower is realistically looking at something in the neighbourhood of 4.95 to 5.45 per cent. That is higher than a comparable insured mortgage rate, and it is the price you pay for all that flexibility.
Two structural limits shape how much a HELOC can cover. As WOWA's HELOC guide explains, a standalone HELOC is capped at 65 per cent of your home's value, and when you combine it with your mortgage, your total home-secured borrowing cannot exceed 80 per cent. If you have a lot of equity, those ceilings are generous and a HELOC is a comfortable fit. If you are stretched, they can leave you short — which is precisely where the insured refinance, with its 90 per cent of as-improved value, pulls ahead.
The upside worth celebrating is what a HELOC does not have: no mortgage-default-insurance premium, no need to break your existing mortgage, and typically a faster, lighter setup if you already have equity and solid credit. The catch is the flip side of its greatest feature. Because the rate is variable, your payments can rise if prime climbs, and because minimum payments can be interest-only, it is genuinely easy to carry a balance for years without shrinking the principal at all. A HELOC rewards discipline and gently punishes drift.
